The Durbin Amendment finally went into effect in October 2011. The Amendment, added on to The Restoring American Financial Stability Act of 2010 sponsored by Senators Dodd and Frank, caps the amount many banks can charge merchants for debit card transactions. But are merchants benefitting? Probably not.
